Tax Off-Reservation Gaming:
Authorize Limited Commercial Casinos



Stakeholder Information: Civil Arizona is seeking various stakeholders to document legislative proposals that authorize a limited number of commercial casinos in the State of Arizona.




Policy Proposal #1: Four Limited Commercial Casinos

As a method to raise additional state revenues, use the “Ohio Model” (which was passed by the Ohio voters in November 2009) to authorize four commercial casinos to be operated in designated locations with permit holders determined through a qualification process.

The permit holder will have to pay an initial $300 million permit fee, make a $400 million construction commitment and will pay 33% of the gross profit to the state.
